FastStone Image Viewer is a very complete program you can get, start from brightness, contrast, cropping, resample, hue adjusment to red eye correction. FastStone Image Viewer also has a unix filter to give some effect to your picture, after that you can send that picture to a friend using Send Mail feature which is provided by FastStone.
